After discussion today on the address given by Governor Vishwabhushan Harichandan in the Chhattisgarh Assembly on the occasion of the inauguration of the budget session, a memorandum of gratitude was passed towards the Governor.

Expressing his gratitude towards the Governor, Chief Minister Vishnu Dev Sai said that we have resolved to establish good governance in the state.

We will fulfill every guarantee given by Modi ji to bring prosperity and prosperity in the lives of the people of Chhattisgarh. Our first priority will be to strengthen the financial structure of the dilapidated state and re-establish efficient financial management.

The Chief Minister said that the previous government has inherited an empty treasury and huge debt. Arranging resources to achieve our big goals could have been a big challenge for us, but with the blessings, trust, support and cooperation of the public, we are successful in overcoming all such challenges.

The Chief Minister said that the Prime Minister’s focus has been on farmers, women, poor and youth. The guarantees he has given for the overall development of Chhattisgarh are also mainly focused on these sections. The state government will work on priority in areas like increasing facilities for every citizen of the state, creating infrastructure to accelerate social and physical development, education, medicine, culture, values, employment, business etc.

Mentioning in detail the achievements, schemes and policies of the state government, the Chief Minister said that preparations have been started towards creating Madhya Bharat Innovation Hub in Nava Raipur. Lakhs of new employment opportunities will be created through this innovation hub. He said that we will again recognize Rajim as an important pilgrimage site on the map of the country. Rajim will restart the tradition of organizing Kumbh.

Chief Minister Sai said that our illustrious Prime Minister has set before the country the goal of building a developed India and including India among the three biggest economies of the world.

Chhattisgarh will also have an important role in achieving these goals. The purpose of the second supplementary budget of the financial year 2023-24 of the Chhattisgarh government was to start the implementation of Modi ji’s guarantees, the third supplementary budget was presented to take forward and accelerate the work that had started. In this session, our government is going to present the first main budget for the year 2024-25, which will be a historic budget in many ways.

The Chief Minister said that for the development of developed Chhattisgarh, we are working on a war footing to extend the benefits of the schemes of the Central and State Government to the people standing in the last line of the society.

In accordance with the policy of Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas, the Prime Minister has guaranteed to implement programs and schemes for the welfare of all sections of the people, which we will complete. He said that when a government works with good intentions and honesty, then the people bless them wholeheartedly.

Approval of houses for 18 lakh families

Chief Minister Sai said that in order to fulfill the guarantees of Modi ji, our government had given approval for the construction of houses for 18 lakh families in the very first cabinet meeting on the very second day of the oath-taking. By presenting the second supplementary budget in the Assembly, a budget provision of Rs 3799 crore for the construction of houses was passed.

Similarly, as per the guarantee of Modi ji, former Prime Minister Bharat Ratna Late. On 25 December 2023, Good Governance Day, the birthday of Atal Bihari Vajpayee ji, the amount of two years’ outstanding paddy bonus of Rs 3716 crore has been paid to 12 lakh farmers of the state. In this third supplementary estimate, a provision of Rs 12000 crore has been made for Krishak Unnati Yojana.

Highest ever record purchase of paddy in Chhattisgarh

The Chief Minister said that fulfilling the guarantee of Modi ji, we have purchased paddy in the state at the rate of 21 quintals per acre and this year we have created a new record of purchasing the highest paddy in the state. We have purchased 144.92 lakh metric tonnes of paddy this year.

This year, 24 lakh 72 thousand 440 farmers have sold paddy, which is 1 lakh 30 thousand more than last year’s 23 lakh 42 thousand. This year 37 lakh metric tonnes more paddy has been procured as compared to last year. Not only have we purchased the highest quantity of paddy till date, but this time the number of farmers selling paddy was also the highest.

The Chief Minister said that on the demand of farmers, we had also increased the period of paddy procurement. By extending the period, more than 19 thousand farmers benefited and they were also able to sell their paddy.

In the current Kharif marketing year, it was estimated to procure 130 lakh metric tonnes of paddy in the state, but due to record procurement, the estimated procurement figure has been left far behind. Custom milling work is also going on at a rapid pace in the state.

Out of 144.92 lakh tonnes of paddy procured, DO has been issued for lifting of 106.04 lakh tonnes of paddy, against which 100.94 lakh tonnes of paddy has been lifted by the millers.

Unprecedented enthusiasm among women regarding Mahtari Vandan Yojana

The Chief Minister said that the state government has started Mahtari Vandan Yojana in Chhattisgarh with the aim of empowering women and strengthening the economic self-reliance of women, strengthening gender and social justice. This scheme is also included in the guarantees of Modi ji.

Under Mahtari Vandan Yojana, annual assistance of Rs 12,000 will be provided to every eligible married woman of the state. A provision of Rs 1200 crore was made for this in the second supplementary budget. After the scheme got approval in the Cabinet, detailed guidelines of the scheme have been issued by the Women and Child Development Department.

This scheme will be implemented from March 1, 2024. The Chief Minister said that under the Mahtari Vandan Yojana, registration of online and offline applications has started from February 5, 2024.

Till 7th February, 16 lakh 82 thousand applications have been filled in just 3 days. There is a lot of enthusiasm among women about this scheme. Seeing their enthusiasm and happiness gives me great joy and satisfaction.

Ramlala Darshan Scheme

The Chief Minister said that India’s dream of centuries has been fulfilled with the consecration of Ram Lalla in Ayodhya on January 22, 2024.

Ramlala is deeply embedded in the soul of every Indian. Lord Shri Ram has an unbreakable connection with Chhattisgarh. He is our nephew. People of Chhattisgarh also want to go to Ayodhya and have darshan of Shri Ramlala. Every year, the state government will provide darshan of Ramlala to thousands of pilgrims under the Ramlala Darshan Scheme.

05 Shaktipeeths will be developed on the lines of Chardham project

The Chief Minister said that Chhattisgarh is very fortunate that this state is blessed with power along with Lord Shri Ram. There are many Shaktipeeths here.

Apart from being the center of reverence and faith of the people of Chhattisgarh, these Shaktipeeths are also the center of our culture. The state government has started work to prepare an action plan to develop 05 Shaktipeeths – Kudargarh, Chandrapur, Ratanpur, Dantewada and Dongargarh on the lines of Chardham project.

New scheme for social security of tendu leaf collectors will be started

The Chief Minister said that fulfilling another guarantee of Modi ji, it has now been decided to increase the remuneration rate for tendu leaf collection, which is called green gold for the tribal people, from Rs 4000 per standard bag to Rs 5500 per standard bag. The Cabinet has decided to run a new scheme for social security of tendu leaf collectors.

PSC exams will be held on the lines of UPSC

The Chief Minister said that those who have strangled the future of lakhs of youth of the state with their corrupt hands. We will not spare them. A large number of complaints were being received from the candidates regarding the PSC examinations. Modi ji had guaranteed to investigate these complaints.

As per their guarantee, the state government has decided to get the PSC scam investigated by the CBI. In this case, EOW has registered an FIR yesterday against the then Chairman and Secretary of PSC on the matter of fraud and corruption.

To ensure complete transparency in PSC examinations, we have decided to conduct it on the lines of UPSC.

Schemes will be monitored through Atal Monitoring Portal

The Chief Minister said that the previous government had passed orders to transport minerals and issue permits through manual method to promote corruption. We have made the transportation and permits of minerals online again in the state for a corruption-free system in the state.

Taking a strong step towards fulfilling the promise of building a corruption-free Chhattisgarh, Atal Monitoring Portal has been launched on 25 December 2023, on the occasion of Atal ji’s birth anniversary. Through this portal, the ambitious schemes of the government can be monitored and reviewed.

The Chief Minister said that in the third supplement, the budget estimate was also presented for effective implementation of the schemes of the Central Government.

Estimates for subjects like health, medicine, women safety and women’s welfare, infrastructure, youth welfare, electricity including Pradhan Mantri Janman Yojana were also presented in the third supplement, which have been passed by the House.

State government determined to establish rule of law

The Chief Minister said that our government is determined to establish the rule of law in the state. We are committed to completely eradicate Maoist-terrorism from Chhattisgarh. The state government will ensure rapid access to basic amenities while maintaining peace and security in Maoist violence affected areas.

Our government has again created a fear-free environment in the state by ensuring strict action against the criminals.

The Chief Minister said that former Prime Minister Bharat Ratna Late. Shri Atal Bihari Vajpayee had said that development is not possible without good governance. Our present successful Prime Minister Narendra Modi also has the same message for us.

What we call good governance also has another name, Ramraj. Ramraj’s dream will soon come true in Chhattisgarh also.
