The Centre has warned states of strict action against 203 IPS officers who have not completed the special foundation course.
Preparations are underway to take action against them for not attending the Special Foundation Course at Dr MCR HRD Institute, Telangana, Hyderabad.
Secretary DK Ghosh has written a letter to the states warning them to take this action. It is worth noting that after including 203 IPS officers of the previous batches, there are a total of 443 such officers.
According to the data, the IPS officers also include about 93 officers from other services from the 2020 and earlier batches and 350 officers from the 2021, 2022, 2023 and 2024 batches.
According to an Indian Express report, in a letter to state chief secretaries and DGPs on September 17, Secretary DK Ghosh said, “As informed by the Department of Personnel and Training (DoPT), Central Government, a special foundation course was conducted in addition to the common foundation course for backlog officers up to 2022 batch.
In this regard it is informed that as per the records available with this Ministry, a total of 203 direct recruit IPS backlog officers from 2018 to 2022 batches have not yet completed their Foundation Course.”

According to Ghosh, as per the Indian Police Service (Probation) Rules, 1954, if a probationer fails to comply with any order received from the Central Government or any other competent authority or if, in the opinion of the Central Government, he has wilfully neglected his probation studies or is guilty of conduct unbecoming of a member of his service, action can be taken against him under Rule 11(3) and 12 (c) and (d) of the IPS (Probation) Rules, 1954.
Course details will be sent
The Chief Secretary said, “It is notified that those officers who have not attended the Foundation Course and have been nominated for the course are liable for disciplinary action under the Indian Police Service (Probation) Rules, 1954.”
He said that details of the course would be sent to them.
