To further enhance the effectiveness of governance at the grassroots level across the country, the Central Empowered Committee (CEC) of the Centrally Sponsored Revised Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) under the chairmanship of Vivek Bhardwaj, Secretary, Ministry of Panchayati Raj (MoPR), in its 8th meeting. Many important decisions were taken. Major decisions taken include adoption of standardized honorarium under RGSA, long-term in-house training of Panchayat officials, training of elected representatives in smart classrooms, investment in Gram Panchayat infrastructure across the country with special focus on North Eastern States and Union Territory of Jammu and Kashmir. .
Adoption of standardized honorarium system under RGSA
CEC approved standardization of honorarium rates for Master Trainers, Guest Faculty and Special Resource Persons across States/UTs. This decision ensures equitable compensation and promotes the availability of high quality trainers, which is critical to improving training engagement at the grassroots level. This decision sets a new benchmark by removing disparities in honorarium for sustainability of training and capacity building in Panchayati Raj Institutions (PRIs). This decision is an important step towards ensuring uniformity and quality in training work across the country, from large states like Uttar Pradesh and Maharashtra to smaller states like Sikkim and Goa, while also expanding its training initiatives in Bihar, Gujarat. , is especially important for states like Punjab and West Bengal.

“Funding for Long Term In-house Training Programs” of up to one year duration for PRIs and Panchayati Raj Department officials in States/UTs under the State Component of RGSA has been approved. The objective of this is to ensure that officers receive advanced, sector-specific training from institutions of excellence, which will upgrade their skills for better service facilities at the grassroots level. This is in line with RGSA’s objective of strengthening decentralized governance and improving implementation efficiency. This will enhance the overall competency of officials playing roles in rural development and local self-governance, thereby improving planning at the grassroots level. This will result in an increase in the number of broadly skilled workers supporting capital formation in PRIs over a period of a few years.
