OP Chaudhary, Finance Minister of the Chhattisgarh government led by Chief Minister Vishnu Dev Sai, today laid the foundation of developed Chhattisgarh in the Amrit period by presenting the budget on the theme of GREAT CG.
He presented a budget of Rs 1 lakh 47 thousand 500 crore for the year 2024-25. Finance Minister Choudhary, while presenting the paperless budget in the Assembly for the first time, expressed gratitude towards the three crore people of Chhattisgarh.
He said that by the time the country completes 100 years of its independence in 2047, Chhattisgarh will also stand as a developed state, we are moving ahead with this vision. While presenting his views, the Finance Minister said that good governance has emerged under the leadership of Vishnu Dev Sai.

The Finance Minister said that the people of Chhattisgarh gave us the mandate by stamping good governance against misgovernance. There was a dense darkness of challenges before us.
The administrative system had derailed. We found the treasury empty. Women were unsafe. The youth were disappointed but we have the strength to search for light amidst the darkness.
The special things in the budget of Chhattisgarh government under the leadership of Chief Minister Vishnu Dev Sai, which made this budget more unforgettable for the next generation, are as follows.

1. Ramrajya described as the biggest model of good governance – The Finance Minister said in his address that no greater model of good governance is found anywhere in the world than the Ramrajya of Maryada Purushottam Shri Ram. Tulsidas ji has told us the concept of Ramrajya. We will work on this basis.
2. Mission 2047- Goal of developed Chhattisgarh- Finance Minister said that Prime Minister Narendra Modi has set the goal of making the country developed in 2047. Chhattisgarh will also sacrifice its life in the Mahayagya to make India developed by having a healthy competition with other states and by the year 2047, we will make Chhattisgarh a developed state.

3. 10 pillars to achieve developed Chhattisgarh – The Finance Minister said that we have prepared 10 pillars to achieve this goal.
The first pillar among these pillars is knowledge. This is the point of our economic development. Knowledge means work on the development of poor, youth, food providers and women power. Quoting Nelson Mandela, he said that there is no need of gunpowder and missiles to destroy a country, deteriorating the quality of education and corruption in examinations is enough to destroy the country.

The second pillar is rapid economic growth through technology-based reforms and good governance. Under this, AI, data analytics etc. will be promoted. For this, establishment of Chhattisgarh Center for Smart Governance. Provision of Rs 266 crore to promote digital technology in departments
The third pillar is to increase maximum capital expenditure i.e. Capex. The Finance Minister said that an increase of Rs 100 in capital expenditure leads to an increase of Rs 247 in GDP. 20 percent increase in capex this time compared to last year.

The fourth pillar is proper use of natural resources. Also ensuring its equitable distribution.
The fifth pillar focuses on new possibilities in the service sector of the economy. This includes establishment of eco tourism circuit, health destination, wedding destination, business tourism, conference destination, IT sector etc.
The sixth pillar is to ensure private investment along with all the capabilities of the government. Red carpet welcome in place of red tapeism. Work will be done on minimum government, maximum governance.

Emphasis on ease of doing business, ease of living, single window system, online permission, minimum permission etc. Will take cooperation from expert institutions like NITI Aayog and IIM for PPP, Public Private Partnership.
Seventh Pillar: Bastar, look towards Surguja. There will be work to increase air connectivity and eco tourism, naturopathy. Work will be done on processing of minor forest produce in Bastar and possibilities of horticulture and pisciculture in Surguja.

The eighth pillar will be work on decentralized development pockets. IT based employment will be created in Nava Raipur on plug and play model. Livelihood Center of Excellence in Nava Raipur and Center of Entrepreneurship in Durg district will be established as State Capital Region.
This area has been provided with world class I.T. The sector will be developed as a wedding destination, education and health destination. Accordingly, development will be promoted in industrial districts and agriculture-based development will be promoted in agricultural districts.
Navama Pillar is the development of Chhattisgarhi culture. The Finance Minister said that he is committed to promoting the dialect, language, Teej festival and literature of Chhattisgarh.

Importance of 10 pillar implementation. By working with commitment and dedication, we will build a developed Chhattisgarh.
4. Strengths and weaknesses revealed through SWAT analysis – The Finance Minister said that SWAT analysis is done in management. It focuses on Strengths, Weaknesses, Opportunities and Threats. Its analysis is necessary. A roadmap is necessary to fulfill the dream of developed India, hence we have prepared how Chhattisgarh will develop by 2047. Will make its vision document.
5. GREAT CG On the back of the Finance Minister’s briefcase, GREAT CG was written which stands for Guarantee, Reform, Economic Growth, Achievement, Technology, СаRES and Good Governance.
6. Quoted poets like Atal ji, Bachchan and Robert Frost, Kedar Parihar-
The Finance Minister said that we inherited darkness but we stood up to fight it. Quoting Bachchan’s line he said that
But when is it forbidden to resettle someone who has been destroyed?
When is it forbidden to light a lamp on a dark night?
He also expressed his commitment towards cultural nationalism in the lines of Vajpayee ji.
India is not a piece of land, it is a living nation.
He also narrated Chhattisgarhi poem of Mungeli resident Kedar Parihar and said that
“When I die, I go to Devlok, I go to Kanhu birth.
If Chhattisgarh were to provide shade, I would become a shadeless village.”
7. The Finance Ministry has not proposed any new taxes nor has it proposed to increase the tax rates for the proposed budget.
8. Modi’s Guarantee-A provision of Rs 8369 crore has been made for the construction of 18 lakh houses under the Pradhan Mantri Awas Yojana. A provision of Rs 3 thousand crore has been made under Mahtari Vandan Yojana. There is a provision of Rs 10 thousand crore under Krishak Unnati Yojana. More than 24 lakh 72 thousand farmers will benefit from this. Compared to last year, more than 2 lakh 30 thousand farmers will be benefited.
A provision of Rs 4,500 crore has been made for water supply to rural homes. Also, there is a provision of Rs 500 crore for Deendayal Upadhyay Landless Agricultural Laborer Scheme.
A provision of Rs 35 crore has been kept for Shri Ramlala Darshan Scheme. A detailed plan will be made for the development of the capital area.
There is a provision for the implementation of Chhattisgarh Udyam Kranti Yojana. A provision of Rs 5 crore has been made for organizing Invest Chhattisgarh. There is a provision of Rs 5 crore for making a detailed plan for the development of 5 Shaktipeeths.
